Bank of Russia Opens Domestic Exam Route to Qualified Crypto Investors

  • The Bank of Russia on Monday formalised a domestic financial‑market knowledge test that will let individuals qualify as ‘qualified investors’ by passing exams or holding approved Russian certificates, with the route taking effect on August 31.
  • The regulator will accept four local credentials as proof of qualified status: the Qualifin Certificate, MOEX Investor Certificate, NFA Financial Analyst Certificate, and the Investment Adviser Certificate.
  • Under the wider crypto rules tied to the move, non‑qualified retail clients face a 300,000‑ruble annual purchase cap while qualified retail investors can buy up to about 3 million rubles per year through regulated intermediaries.
  • The test is an additional route that does not remove existing paths based on income, assets, work or investing experience, or recognised foreign qualifications, and the Bank of Russia says the aim is to ensure real investor knowledge rather than simply increase numbers.
  • Major banks such as Sberbank and Alfa‑Bank are already building trading, custody and depository infrastructure and running limited pilots for qualified clients as licensing and tougher operator rules are phased in through 2027.
