- Jermaine Dawson released the 100-Day Entry Plan on Monday, July 13, 2026, and said his first months will follow three phases: 30 days of listening, 30 days of discovery and a delivery phase to act on quick wins and propose longer-term steps.
- The plan schedules a six-stop community listening tour from late July through October that invites students, families, educators and community members to give feedback at in-person meetings and via an online survey and EntryPlan@bcps.k12.md.us.
- City Schools will convene an independent transition team to analyze community feedback alongside district data and will publish progress reports at 30, 60 and 100 days to show findings and follow-through.
- Dawson named initial senior staff to run the transition: Noell West as chief of staff, Tina Hike-Hubbard to lead an expanded external affairs portfolio focused on communications and philanthropy, and Brittany Blackwell as special assistant to coordinate projects.
- The entry plan frames rapid, transparent fixes for clear problems—such as attendance and test-score improvement—while building on work by former CEO Sonja Santelises and seeking outside partnerships to support district priorities.
