Baja California First to Put National Investment Homologation Model Into Practice

The move aims to speed approvals using a single digital window and a unified electronic file with priority for large strategic projects beginning in July.

Overview

  • Governadora Marina del Pilar Ávila Olmeda signed the state implementation agreement between June 30 and July 1 to apply the national homologation model across Baja California and its seven municipalities.
  • The model centralizes state, municipal and federal procedures into the Ventanilla Digital Nacional and a single electronic expediente to avoid duplicate steps and speed processing.
  • Federal and state officials say qualifying projects will get federal decisions within 30 business days and full multi‑level authorizations in about 90 days.
  • The expedited route initially covers projects in development poles, investments of 2,000 million pesos or more, and defined strategic sectors such as energy, aerospace, semiconductors and medical devices.
  • Authorities estimate cuts of more than 50% in requirements for many permits and up to an 84% reduction for some business‑opening notices, a change intended to cut costs, boost transparency and attract jobs and suppliers.
