Assam Launches PMS 1.0 to Finalise Provincialisation of Venture Schools and Colleges

Overview

• Chief Minister Himanta Biswa Sarma inaugurated the Provincialisation Management System developed by the Department of Higher and School Education under the 2017 Act as amended in 2025.
• Only institutions established before January 1, 2006 qualify, with recognition or affiliation certificates, land records, recent pass-percentage data, and full staff details to be filed online.
• Authorities say every submission will be verified and describe this as the final window for non‑provincialised venture institutions and their staff to seek inclusion.
• The government announced a one-time Guru Dakshina assistance for those not eligible for provincialisation, plus preferential marks to help them compete in future recruitment.
• Sarma said around 60,000 teachers were appointed in recent years and announced about 75,000 teaching and lecturer vacancies this year, while warning against unnecessary departments that create fiscal strain.
