Overview
- Chief Minister Pema Khandu reviewed implementation of the 3,097 MW Etalin and 680 MW Attunli projects in Dibang Valley, with surveys continuing for Emini, Amulin and Mihumdon toward a combined 5,097 MW.
- Etalin, being developed by SJVN, holds techno‑economic revalidation, environmental and Stage‑I forest clearances, and has disbursed over 69% of land compensation.
- Attunli is designed as a 680 MW run‑of‑the‑river scheme with four 170 MW units, an underground powerhouse and advanced tunnel systems, targeting 2,728.50 million units of annual generation.
- Separately, the state cabinet approved SGST reimbursement concessions to improve the viability of Attunli and the 1,200 MW Kalai II project being developed by THDC India Limited.
- The cabinet detailed JV structures with a 26% state stake, projected investment of about ₹21,700 crore for Attunli and Kalai II, anticipated annual receipts of ₹458 crore in free power and ₹84 crore for local development after commissioning, and employment reservations for local tribal communities.
