Arras Mayor and Councillor File Complaints After Influencer Mocked Elected Official With Trisomy 21

  • In a live YouTube stream on April 10 the influencer repeatedly used the slur "mongolienne" and mocked Éléonore Laloux’s way of speaking, and excerpts of the broadcast continued to circulate online.
  • On Friday both Laloux and Arras mayor Frédéric Leturque filed legal complaints, with the mayor lodging a contre X for public insult against an elected official.
  • Camille Galliard-Minier, the minister charged with disability issues, intervened to have the video removed from YouTube after extracts circulated.
  • The creator has been identified as the YouTuber TeddyboyRSA, who has about 47,000 subscribers, and a public solidarity campaign using the logo “Nous sommes tous Éléonore” formed on social media.
  • Leturque has written to President Macron and plans to seize Arcom, which could prompt regulatory scrutiny of platform moderation and renew debate over protections for disabled people online.
