Army to Consolidate C2 Budget Lines in FY27

The move aims to speed software-driven command networks by letting managers shift money faster.

  • Under Secretary Mike Obadal said at the Army’s Global Force gathering in Huntsville that the FY27 budget will group command-and-control programs into pooled funding lines.
  • The service is also talking with Congress about widening this approach in FY28 to other technical areas in a measured push after lawmakers balked at broader powers earlier this year.
  • Congress previously let the Army merge 13 lines in FY26 for drones, counter-drone gear and electronic warfare, but in January rejected a $2.4 billion agile-funding plan and warned against similar bids.
  • To build trust and show oversight can work, the Army brought soldiers from the 4th Infantry, 25th Infantry and 82nd Airborne to Capitol Hill to show how fast C2 software can change.
  • Obadal earlier said he anticipated consolidating about 35% of Next Generation Command and Control lines in FY27, which targets an open, modular system that shares a common data layer across apps and networks.
