Argentina’s December Transfers Edge Up as Fiscal Consensus Payouts Favor 12 Provinces

A targeted jump in Fiscal Consensus compensation funneled funds to 12 provinces.

Overview

  • Automatic transfers to provinces and Buenos Aires city rose about 2.6% in real terms year over year in December, with coparticipation roughly flat, according to official and IARAF readings.
  • The surge stemmed from Fiscal Consensus compensation, which IARAF says jumped 175% in December for a group of 12 jurisdictions versus their January–November monthly average, compared with a 14% rise for others.
  • IARAF identified the beneficiaries as Catamarca, Corrientes, Chaco, Chubut, Entre Ríos, Jujuy, Mendoza, Misiones, Neuquén, Salta, San Juan and Tucumán.
  • Politikon Chaco reported that Fiscal Consensus compensation reached $326,443 million in December, equal to 5.7% of automatic transfers and up 103.4% in real terms year over year, with highly unequal effects across provinces.
  • Catamarca recorded an exceptional jump in compensation of about 896.8% versus its January–November monthly average, while December totals showed Salta with the largest overall real gain and Santa Cruz with the steepest drop, as Santa Fe saw only a minimal increase and continues to contest unpaid claims.
