Argentina Sets Unified Registration and Tenders Private Platforms to Speed Privatizations

The new rules are meant to fast-track sales of state assets to raise reserves by contracting private online auction services.

Overview

  • The Oficina Nacional de Contrataciones formalized a mandatory bidder registry in Disposición 52/2026 that requires pre‑registration in the ‘Privatizaciones’ module on CONTRAT.AR and matching 'Administrador Legitimado' identities across CONTRAT.AR, SUBAST.AR and COMPR.AR.
  • The Agencia de Administración de Bienes del Estado launched Resolución 120/26 to open a public tender for private digital platforms to organize and run electronic auctions, extending the earlier Resolución 111/2026 that broadened online sale methods.
  • The sale regime allows direct sales of movable goods valued up to 400 modules (about 16 million pesos) and builds in safeguards that forbid sales below book value, require full ownership and registry documents for vehicles, and mandate police verification when needed.
  • The government has put high‑profile processes on an accelerated timetable with AySA’s technical bids set for late August and economic offers in September, and it expects more than USD 2 billion in receipts from asset sales before the end of the term.
  • The measures advance President Javier Milei’s drive to shrink the state by standardizing procedures, letting concessionaires under Law 17.520 participate when eligible, and fast auctions that could speed cash to the treasury while creating uncertainty for employees, service users and local suppliers.
