Argentina Opens Tender To Shift LNG Imports to a Single Private Operator

TTF-linked pricing plus full winter use of Escobar aim to prioritize supply security under the declared energy emergency.

Overview

  • Resolution 33/2026, published on February 9, launches a national and international tender to replace ENARSA’s state-run LNG import model with one private comercializador-agregador.
  • The winning company will import LNG, regasify at the Escobar FSRU, and deliver gas into the transport system at Los Cardales under a one-year contract.
  • Escobar’s entire regasification capacity is assigned to the operator for April 1 through September 30, 2026, with potential use of idle capacity outside the winter period.
  • Award will go to the lowest USD/MMBTU premium over the TTF benchmark, with that premium covering all logistics and operations and a domestic price cap set at TTF plus the winning premium under Decree 49/2026.
  • ENARSA will execute the process on a roughly 40-day timeline, and the Secretariat may declare the tender void and maintain the current scheme if bids are unsuitable.
