Argentina Issues Decree Cutting Export Duties to Zero for Hundreds of Industrial Goods

Aimed at boosting industrial competitiveness, the decree requires exporters to verify Mercosur tariff codes to confirm which products qualify.

Overview

  • Decree 566/2026, published on Wednesday, July 1, 2026, fixes immediate 0% export duties for hundreds of NCM tariff positions with those eliminations taking effect on July 2, 2026.
  • The decree creates three tracks: immediate zero rates for Annex I items, a staged phase-out from July 2026 to June 1, 2027 for positions now at 4.5% and 3%, and a specific monthly reduction for certain petroleum oils that starts at 7.3333% and reaches 0% by June 2027.
  • Eligibility depends on the product’s Nomenclatura Común del Mercosur (NCM) code listed in the decree’s annexes, so firms must review customs classifications with brokers to confirm which exports benefit.
  • Major beneficiary groups include chemical and petrochemical products, plastics and resins, fertilizers, rubber, steel and other metals, and parts of the automotive complex, but two firms in the same sector can get different treatment depending on precise NCM codes.
  • The measure continues the government’s 2025 duty-reduction policy and could prompt exporters to recalculate margins, renegotiate FOB prices and contracts, and rethink market strategies with potential effects on investment and employment in industry.
