Argentina Changes How National Tarifa Social Subsidy Is Calculated

The government capped the national contribution by fixing reference fares as the base for the 55% SUBE discount to limit unpredictable federal spending.

Overview

  • The change was formalized in Resolution 40/2026 and took effect on July 1, 2026, replacing automatic national adjustments to the Tarifa Social when local fares rise.
  • For provincial and municipal services the subsidy will be calculated on fares in force on June 30, 2026, while national bus and rail services will use the tariff tables approved in May 2026 under Resolution 27/2026.
  • The nominal 55% discount and the list of eligible groups remain unchanged and more than 5.5 million registered SUBE users with the social attribute should still see the benefit reflected at validation.
  • Nación Servicios S.A. must update SUBE systems and is operating a transitory parametrization until technical changes are complete, which creates short-term uncertainty about how discounts will be applied at the turnstile.
  • In practice the move caps federal outlays and shifts the burden to provinces and municipalities, so if local fares rise the national subsidy will cover a smaller share and local authorities will need to decide whether to finance the difference.
