ANP Partially Lifts Manguinhos Refinery Shutdown, Keeps Distillation Tower Sealed

Overview

• Refit may now formulate fuels, move and sell products and third‑party inventories, but the distillation tower remains interdicted until the company justifies its use for gasoline output.
• The company met 10 of 11 technical conditions set after late‑September inspections, with the request for full release moving to the ANP board as the sanction process continues.
• Ibama, with Inea support, confirmed petroleum contamination in soil and groundwater at the site and will analyze company reports to determine additional remedial measures.
