ANP Issues Infraction to Petrobras Over Critical Safety Lapse on ODN-II at Morpho Well

The regulator set short remediation deadlines under a process that could carry penalties of up to R$2 million.

Overview

  • An ANP audit from Feb. 2–6 checking compliance with Resolution 43/2007 found deviations in plans for testing, inspecting and maintaining the rig’s firefighting pumps.
  • The deviation was labeled a critical nonconformity, prompting an administrative notice and 30–90 day deadlines to remedy multiple issues.
  • Petrobras has 15 days to present its defense, and the ANP board may set a fine between R$5,000 and R$2 million.
  • The regulator said this action is unrelated to the Jan. 4 drilling‑fluid leak on the same unit, which Ibama addressed with a R$2.5 million penalty.
  • Petrobras says the ODN‑II’s firefighting system meets operational requirements in practical tests and that it will work with ANP to improve documentation as the rig drills the Morpho well in the Foz do Amazonas.
