Andalusian Parliament Passes University Overhaul on PP-A Votes

Implementation begins, setting tuition discounts, a B2 language requirement, campus regulation, plus a five-year financing model.

Overview

  • The PP-A majority approved the Andalusian University Law (LUPA) in the first ordinary plenary, with PSOE-A, Vox, Por Andalucía and Mixto-Adelante Andalucía voting against.
  • The statute replaces the 2013 framework and, for the first time by law, recognizes students’ right to tuition-fee discounts and requires B2-level foreign-language accreditation for degrees and entry to specified faculty ranks.
  • The law adds student-housing initiatives and guarantees international mobility through public-university scholarship programs financed by the Junta.
  • A common financing model for public universities will be reviewed every five years, university campuses are regulated for the first time, social councils gain stronger fundraising and transparency roles, and new coordinating bodies are created.
  • Staffing measures ensure immediate coverage of teaching vacancies during hiring processes and restrict improper reliance on interim substitute professors, while opposition parties argue the overhaul advantages private providers and weakens public-university autonomy.
