ADR Finds One-Third of Rajya Sabha MPs Report Criminal Cases as 14% Declare Billionaire-Level Wealth

Drawn from sworn affidavits, the review underscores concentrated legal exposure alongside extreme wealth across parties.

  • ADR analysed affidavits for 229 of 233 Rajya Sabha members, noting one Jharkhand seat vacant and three affidavits unavailable, with the dataset including 37 recently elected MPs.
  • Of those analysed, 73 MPs (32%) disclosed criminal cases and 36 (16%) face serious charges, including one murder case, four for attempt to murder, and three related to crimes against women.
  • Thirty-one MPs (14%) fall into the billionaire bracket by declared net worth, with average assets per Rajya Sabha member at about ₹120.69 crore.
  • BRS’s Bandi Partha Saradhi tops declared assets at over ₹5,300 crore, followed by AAP’s Rajinder Gupta at over ₹5,053 crore, while AAP’s Sant Balbir Singh reports the lowest at roughly ₹3 lakh.
  • Separate ADR–Kerala Election Watch findings show 92 of 132 sitting Kerala MLAs have pending criminal cases and 72 are crorepatis, with high proportions reported across major parties.
