Acteal at 28: Commemorations Renew Calls for Truth and Accountability

Rights advocates say the Mexican state has not accepted responsibility for the 1997 killings.

Overview

  • Las Abejas and the Fray Bartolomé de las Casas Human Rights Center opened a youth gathering in Acteal for more than 100 participants aged 15 to 25 focused on nonviolence, resistance, autonomy, and defense of land and territory.
  • A commemorative mass was scheduled to be led by San Cristóbal Bishop Rodrigo Aguilar Martínez.
  • In a statement from Acteal, Frayba said impunity persists and attributed the massacre to a Chenalhó-based paramilitary group within a broader counterinsurgency linked to the Plan de Campaña Chiapas 94.
  • Frayba noted that the case has been before the Inter-American Commission on Human Rights for roughly two decades and that the Commission’s merits report remains pending.
  • The 1997 attack left 45 Tsotsil people dead, including 18 women—four pregnant—16 girls, four boys, and 17 men, with survivors advancing “La Otra Justicia” centered on memory and nonviolence at the Casa de la Memoria y de la Esperanza.
