3 Sentenced in California Bear-Suit Insurance Fraud Scheme

Investigators say the submitted videos showed a person in costume rather than a wild bear.

Overview

  • The three defendants, sentenced Thursday, received 180 days in jail through a weekend program and two years of supervised probation.
  • Alfiya Zuckerman and Ruben Tamrazian were ordered to pay more than $50,000 each in restitution, while the court has not yet set Vahe Muradkhanyan’s amount.
  • The case began after a Jan. 28, 2024 claim in Lake Arrowhead about a Rolls-Royce Ghost, which led investigators to two similar claims tied to a 2015 Mercedes G63 AMG and a 2022 Mercedes E350.
  • As part of the California Department of Insurance’s Operation Bear Claw, a Fish and Wildlife biologist said the footage showed a human in a bear suit, and detectives later seized the costume.
  • Officials say the scheme cost insurers $141,839, and a fourth defendant, Ararat Chirkinian, has a court date in September 2026.
