13 Arrested in Massachusetts and Rhode Island World Cup Trafficking Stings

Coordinated undercover online operations used fictitious ads to identify suspects seeking commercial sex with minors.

Overview

  • Authorities announced the combined result of two operations on Tuesday, reporting 13 arrests tied to World Cup-focused anti‑trafficking stings in Massachusetts and Rhode Island.
  • FBI Boston’s Children Exploitation–Human Trafficking Task Force arrested seven men after a June 12–16 sting that used a fake escort ad purporting to offer a 14‑year‑old, and those men face charges including sex for a fee with a child, enticement, and attempted rape of a child.
  • Rhode Island State Police’s Operation Red Card produced six arrests, including Richard Lallier who faces federal charges of attempted enticement and attempted interstate travel for sexual contact with a minor and is being held without bail.
  • All suspects have been arraigned and bail outcomes vary with several released on personal recognizance or $1,000 bail while others remain detained, and prosecutions and investigations are ongoing across state and federal courts.
  • Local, state, and federal agencies including the FBI, state police, U.S. Marshals, NCIS, and prosecutors coordinated the operations and say they are also working with hotels and transit partners and urging the public to report suspected trafficking.
